It is a breakaway type mirror mounting.  The screws that attach
the mirror to the windscreen frame go through two beveled rubber
washers, I guess you could call them.  These rubber bits tend to
shrink over time.  I once had a pair that were so far gone the mirror
would fall out if I hit any sort of substantial bump in the road.

Not sure if these bits are still readily available from the various
suppliers.
