[Bmcu] Utah vintage car inspection rules

Anyone out there know what, if anything is different on a safety inspection
for a vintage car?  I looked at the manual at
http://publicsafety.utah.gov/safetyinspections/safetyinspection.html and it
defined what a vintage car was, but I couldn't find anywhere where it listed
different rules for them.  I was wondering if I needed a front bumper for
instance.
