This one I have a very definite answer to.
My Mk1 had the exact same thing on the heater hose bypassing the heater.
Mine had been originally in California and I assumed it was because it was
deemed not necessary.
I hooked the hoses up and of course it sprung a leak.
I proceeded too take the heater out and inspecting it, found that some of
the fitting gaskets had been left off.
Those are the gaskets on the valve above and below the heater cover.
I gave the core a low pressure test and it did fine, no leaks.
I got the proper gaskets and installed them.
About $2.00 worth.
Voila, heat and no more leaks.
It works great and everything is back to original.

Once removed and disassembled (neither of which I've done yet) is it
possible to repair the core of a heater if it leaks, or is replacement the
only course of action?  I discovered quite by accident that in spite of the
heat produced by my Healey, the hose from the engine doesn't even connect to
the heater through the firewall, but makes a u-turn and runs back to the
engine.  Why you ask? Could it be the heater core leaks????????????
