Scuttle Shake

Hi,  I am a new owner of a Healey.Have owned many British cars (and still
own a few) but this is my first Healey..

 

So, now I have to demonstrate my ignorance with a bunch of foolish
questions.  I hope you will bear with me.

 

I hear a lot about Scuttle shake.can somebody please describe what this
feels like and what is the cause.I think I may have it.

 

While I am not certain, I suspect it is wheels out of balance..does anybody
know where you can get wires trued and balanced in the Pacific NorthWest or
BC?
