Herb,

Are you sure they mounted the braks to the backing plate correctly??? Here
is a picture of what you should see. I thought I had a better one, but
apparently not on the web.

Welding the e-brake???? I would suggest you take a serious look at what
they are trying to do yourself. The e-brake is a breeze if the cables have
not broken.

And did they clean up the adjusters?? Maybe they can't adjust the brakes
because the adjusters won't move. There is a pictorial on the tech page of
datsun2000.com showing how to take them apart and clean them up. Not a big
job, but it sure makes a difference when you try to adjust the brakes.

Ref Screwed up rear brakes.

I'm afraid , with out looking, That I don't understand the weld job?
However, if new rear shoes were installed & adjusted properly, this creats
an automatic adjustment for the E-brake.
I believe properly adjusted rear brakes will allow the E-brake handle to
rise 3-4 clicks on the E-brake ratchet. I would think a decent brake shop
could see this. After installing new shoes, The Nissan manual says to
tighten each side ( brake shoes ) until snug. Then back off 3 clicks on
the adjuster. This also gives the correct setting for the E-brake.
Hope this helps. My 1966, will hold on any hill if the tyres have
traction !
