Bill,  this schematic helps.

If that doesn't work then go to the 311s.org pmwiki tech section and under 
electrical go to Schematics: Wiring Diagrams.

The R/B wire is the brake/turn signal on the 69 & 70's.  The G/W is the 
running lights.  Black is ground.  The R/B should be hot for either the 
brake or the turn signal.  Bad grounding will cause odd things to happen. 
Also all of these wires pass through the emergency flasher switch.  I've had 
a bad switch that cause weird things to happen.
