Pull the back two spark plugs and look for fouling. If clean you've ruled out ignition.

Carb.

Check that the piston floats free, there's oil in the damper, and that the rear carb is synched with the front when the throttle pulls. 

Next would be needle jet adjustment at the bottom where the curvy little fuel line sits.

But first make sure both carbs call for gas at the same rate when the throttle cable starts to pull.

While running very roughly with the air filter off, the rear carb doesn't
intake much, if any, air.  Do I have electrical problems or carb problem?
