Manufacturers make them of a mild steel that can be bent but not break.  If
it bends you can still steer, if it breaks you are off the road in most
cases. It is a saftey issue. Racers have been doing it for years.  Heat red
hot, and bend, easy to do. Mark the point to bend with chalk or a welders
pencil so you keep the heat away from the upright and on the spot you want
to bend.
