#1- I've had all of my bearings treated (Polymer Dynamics Houston Tx) for decades. 
They call out thickness @ .0002-.0004, I usually find about 2/10s (per shell), so it sure does affect clearance.#2- I wouldn't touch the parting faces, unless there were obviously heavy deposits on the ends; it directly affects the crush or grip of the bearings, not so much the housing bore of the bearings dimensionally.
