[Healeys] Toggle switch needed

Aha - makes sense!  It's something I probably should have done while I 
was re-wiring the BJ-8's light switching to accommodate 2-stage 
cockpit/map lights.

The car is likely much more visible with the lights on, like modern cars 
with daytime running lights.
