SC's are to recommend hotels; travel coordinator is to negotiate best rates;
drivers then make their own reservations at the hotel of their choice, which
may or may not be the ones recommended.  Yes, hotel prices are ridiculous
and vary quite a bit depending on geography, but there was never a
requirement for minimal 'clean and dry'.  If you need a cheap hotel, you
could always ask your SC to recommend one.  He/she should be able to come up
with an alternative for you.  However, if you do this, you will find that in
many areas of this country, the rate will still be quite high (not
significantly less than the tour-negotiated rates for better
accommodations).
