Personally, I see no need or advantage to having the event "acknowledged" by
JCNA. Remember, there is no such thing as a "JCNA". It stands for Jaguar
Clubs of North America, so you are right to contact local clubs (or let your
SC's contact local clubs) and seek out individuals to take responsibility
for organizing a sector. In my opinion, if an individual in a particular
sector that has no SC says that he or she is "reluctant" to get involved
with the event because it is not "acknowledged" by JCNA, then that
individual is wasting your time. Find another individual.

visited at one time, but I think is worthwhile revisiting ... that being
JCNA.  I have been in touch with a few Jaguar clubs in areas without SC's,
but they seem reluctant if the event is not acknowledged by JCNA somehow.  I
wouldn't mind getting your opinion on this, as there may be some mutual
advantages to having JCNA acknowledge the event (not necessarily "sanction",
as from our previous correspondence on this I recall that this could not be
done due to the unique nature of the event (?) ).  Any thoughts or comments?
