Hi, 
To adjust the photo size (physical size) you need to open the photo in a
program like Photo Editor, Microsoft Paint, Adobe Photoshop, or the Gimp
(http://www.gimp.org)
Then you can resize it however you like.
You can upload photos to the JONAT webserver by going to
http://jonat.org/user/upload2.asp

Once your photo is uploaded, you can refer to it (include it in a text
description) as follows:
<img src="http://jonat.org/upload/mypic.jpg" align=right>

Or if your image is hosted on another web server, you can type:
<img src="http://yourserver.com/yourpic.jpg" align=right>

Of course, you can set the align= attribute to left or right.

A general question:

Inputting narrative information into the Sector webpages, the way you
have them set up, is real slick.  I just finished including some
information for the Oregon Sector.  It hits the limits of my computer
skills, however, when it comes to photographs.  I have some pretty
high-resolution imagery I could include, but I know they are big files
and if people want to view or print them, I was concerned about download
time.  I know there is a way to copy and paste imagery so that it is a
small file.  Should I just send you the jpegs and let you put them in at
the right places or is there a better way to do this where it doesn't
create a problem?  I was wondering, also, if the websites that I entered
could be made "blue" so that people could click on them and go directly
to the websites for information...?  Thanks.
