[JONAT] SC's and ASC's Please Read

There have been a couple of near misses with handoffs from one sector to the
next since the Tour started.  I think it evolved from the upstream SC's not
fully coordinating their thinking with their downstream SC's, and vice
versa.

I WOULD ASK THAT ALL SC'S (OR ASC'S) CONTACT BY PHONE THEIR UPSTREAM SC'S TO
MAKE SURE YOU KNOW WHAT EACH OTHER ARE THINKING.

I would appreciate if you check in and let me know when this has been done
so I know you are paying attention ;^)
