Eric,

I understand wanting to weld to it, but if that is going to mess up 
the weather resistance, why not bolt the
ladder to it?  You could make stainless steel bolts, washers and 
nuts, and make/use some rubber washers
between the washers and the container.  You could also try something 
like RTV at the penitration point.
That should make it water tight.
