[Shotimes] Doing CPS... Encountered weird thing...

I'm doing my CPS now and am following the instructions at

I did steps 24 and 25, but it wouldn't turn the crank when I spun the wheel,
I had to repetively jab it to get it turned (this was probably dumb, but
99k, who cares).  Put new belt on, did CPS, seal.  Wanted to move shaft key
into position, so I try the 'trick' again, and it works perfectly.

Can someone explain?
