[Shotimes] Gen2 Headlight Effectiveness

I need to polish/clean the lenses, but I've noticed my '95's headlights
shine much better in dry than rain.  Anyone else have an opinion and/or
cheap solution?

Not sure what bulbs are in it or if it matters.  I'm asking for som PIAA
940's for Christmas, but I think the stock headlights should do better on
their own.  Our '96 Windstar's headlights are at least 100% better overall,
though.
