[Shotimes] Emissions and exhaust leak

I passed the strict NJ emmisions with my modded 95 MTX. without doing 
anything
I happened to fail because an exhaust leak, but the emmisions were fine

I recently had my leaky exhaust donut replaced, but my car is still loud. My 
mechanic said there were several small holes throughout the exhaust. I have a 
SHO Shop y pipe and SHO shop SS exhaust, only about a year and a half old.
Short of welding, is there anything I can do to plug up very small holes?
