[Shotimes] OT: Help! Unfair traffic ticket!

That depends on the State. Some States, Nebraska is one of them, have
pre-set fines and the judge can't make any changes. Sort of like mandatory
sentences. Why do we need judges???
Cops and cash registers is all we need.
