I believe it works as follows in jersey.... You can get a permit at 16,
and you get a 'probationary' license at 17.  You can drive as you desire
w/ the probationary license, but I think they prevent you (or at least
try to) from driving past a certain time of the night.  If you pass a
road test you can get the probationary status removed.  The 18 year old
deal is that you can get a regular license without passing a road test
once you turn 18.  I doubt they can prevent you from getting a license
until you are 18.  I needed a car before I was 18 as I was 17 when I
started college.  My parents would have gotten REALLY pissed off if they
had to pick me up for every holiday and drop me back off after I had
eaten all of their food!

Here in jersey i beleive you need to be 18 to get a liscense.
