Good point, it absolutely depends what you want to do.
I bought mine to replace 35mm photography, and I have to back down the
resolution a bunch for posting Internet shots. If someone only wants
Internet shots and still uses a film camera for all of their "real"
photography, staying in the 2 megapixel range is fine (nobody should buy a 1
megapixel camera), and those can be bought cheaply.
If you are going to shift over to digital photography for everything, IMHO 3
megapixel is the minimum, as well as a lens no slower than f2.8, plus a good
optical zoom.

post them on the internet, then you don't need much resolution. An 800X600
image is plenty large for this. Many people don't run their monitors any
higher than this thus your photo would fill their screens. Any reasonable
camera these days will produce this size image. This size image will also
print reasonably well if you print small prints- 4X6 or less. If you want
good, larger prints, then you need to go higher resolution. Most people
would be OK at 2 Megapixels but if you want to consistently print large
prints, go to 3 megapixels. If you are a serious photographer you probably
could benefit from 4-5 megapixels, but you probably already know that.

guidelines for what to look for in a digital camera. I think commercial
sites such as bestbuy.com will also have a few guidelines of their own.
