[Shotimes] timing belt replacement continues

day two.. Disassembled all the parts again and relined 
everything up on the timing belt..  BUT...big BUT, when 
i go to tighten the timing belt via the tensioner the 
crank is moving and making the crankshaft dampner off 
it's timing mark..how do you tighten everything down 
once it's all lined up...Kurt Metro's page says 
something like rotate the dampner 2 rev's till you get 
to the yellow line and then open the little door in the 
lower timing belt cover and tighten the lock 
tensioner.  I just tried that and it STILL isn't lining 
up correctly.. Thanks for any help!
