[Shotimes] timing belt done, runs awful

Yeah the noise sounds just like that cupped shaped washer rattling against
something. What could make that shake? A loose crank bolt?  And HOW DO YOU
TORQUE THAT CRANK BOLT DOWN?? Thanks
