My '99 Crown Victoria had that problem, fortunately under warranty.  The dealer replaced
the keypad itself, and the problem has not reocurred.

I'd start there.  I was thinking it would be in the module in the trunk, since other
wierd things were happening too, like the alarm going off all by itself, and the lights
coming on when the headlight switch was set to autolamp.  So I though an electronic
problem was causing it, but they replaced the keypad and all is well.

I don't know how hard that is to replace....I'd suppose just take the door apart, with
the window up, and see how hard it is to get to.  It HAS to have a plug you can
disconnect.
