[Shotimes] New Chip available...just maybe

The LPM is limited because of a lack of people who can program it well 
and program it locally on a dyno for you.

Programming via US Mail (ie sending chips back and forth through the 
mail) is a joke. If I was going to dyno tune my car, I'd prefer to get 
an Apexi S'AFC, but that's just me..
