Yes. The key is that the person you 'refer' has to transfer $250 into their 
Paypal account from their checking/savings account. As soon as they so that, 
the person who referred them as well as them get $5. I did it just to get the 
$5. I took the $250 back out the next day by using my Paypal debit card. The 
cool thing about that is you get 1.5% back immediately. I bought something 
online for $100 and they only took $98.50 out of my Paypal account.

Like a Discover card, only instantly!
