It says "Look for chips or spots in the hardening. If you find any,
replace the shim."

This is true.

You said "The valve shims are intended to be replaced at the adjustment
interval, not just checked."

This is not true.  They are to be replaced if they are worn.  Big
difference.

In the section labeled "Why it's Important" which has Doug Lewis' name
in it.  The format of the article does not make clear if the information
is attributed to him, but it appears so.

If the info in the FAQs is obsolete or has been discredited, so be it.
They need updating in that event.
