[Shotimes] OT - collect calls

My idiot brother-in-law (wife's brother) is in jail for his 4th and 5th DUI.
Anyhow, he keeps calling his grandmother collect. He told her that if she
hits 77 when she picks up the phone that she won't get charged.

Any place I can refute this? Obviously, we could wait for the mammoth phone
bill to prove him wrong but I'd rather nip it in the bud.
