Did you notice any noise when opening the cap, either from pressure or from
a vacuum?
If it was a pressure "whoosh", that's not out of the ordinary as the cap is
supposed to hold pressure.
If it was a sucking/vacuum "whoosh", that means the inlet vent of the fuel
cap is defective and the cap should be replaced. The cap (on pre-OBD-II
systems) is supposed to allow air into the tank to replace the volume of
used fuel. If you have this symptom, it could be called a vacuum lock. I
had it on my new boat with a 200 Merc and a clogged air inlet vent.
If there was no indication of air rushing into or out of the tank when
opened, you problem is not the cap.
