The RX-7 definitely had emissions problems.  They had to run incredibly
rich at idle because of the intake and exhaust ports on the rotor
housings.  This is fact was one of the main reasons why they re-designed
the exhaust ports on the new Renesis engines.  The newest SCC magazine
has a good editorial tech article about Dave Colman's idea of the
ultimate RX-7 rotary engine, he discusses the "real" displacement of the
13b engine and there is a sidebar about the new Renesis.

Where does the info on the Eclipse come from (as a replacement for the 
3000GT?) I have not heard that the RX7 had trouble meeting emissions 
before either..Not debating with you, but I haven't heard this before..
