[Shotimes] Outer Tie Rod Replacement?

Now the tie rod end just control the toein and toeout of the car correct? So
that should be fairly easy to measure/adjust without a "real" alignment. I
would think that even after the countin to the turns I could just usa a good
tape measure and a friend to measure and set the toe to back to what it
should be. Right?
