[Shotimes] Canister at back of manifold

Can anyone tell me what the canister is for at the back of the manifold?
Appears to have to vacuum (?) lines attached to it with one of them being
about 3 inches long in the shape of a "U" directly connecting to the intake
manifold.  That one line has a slight tear in it.  What effect if any would
this tear have? Small vacuum leak? Incorrect idle? Thanks
