The procedure to vacuum purge the PS system is in the Helms.
It involves a big rubber stopper, a vacuum pump, and hoses/fittings to make
it work.
It does sound like the seals in the rack are toast, though.

pulses sometimes and especially at low speeds an increase effort for a few
seconds like the pump is not pumping fast enough. Is this air or is this
something wrong with the VAPS? Please tell me it's air...
