Just multiply KB readings in MS downloads by 8 to get the kbps that all
modem makers and broadband folks like to quote.
I can regularly pull 60-80 KB/sec for MS downloads, which is roughly
480-640kbps of "DSL Speed", which is close enough to the rated 720kbps that
I pay for.

You're talking 2 different things.
DSL speed is quoted in kbits per second, i.e. 500 kbits per second. When
you download through internet explorer you get a reading of kbytes per
second, and 50kbytes per second is par for DSL. I used to know the
conversion when dealing with a modem, considering data bits, stop bits,
etc., but I don't know how similar it is for internet transmission. I get a
little better than this with my home cable, and about 4 times this at work.
