[Shotimes] Opinions on Purchase

Hello everyone,
Would any of you, not counting the certified mechanical nuts that can swap engines before breakfast, purchase a 92 Silver SHO with 145,000 that does not run but appears only to need CPS, belts, oil seal, water pump and a 60K service? The person was asking $1500 but will take 1000, maybe less. There is zero service records but the last owner who went off to Iraq put in a cone filter and who knows. It's been sitting for at least a couple of months, with the upper timing belt cover off and there is a lot of surface rust around that area and finally the water pump that's there seems to be seized, all though that could just be the rust. I've been dying to get my hands on a manual for a long time and if it is a simple repair, I could be getting a bargain SHO. But I need some objective advice as I have a tendency to jump head first where angels fear to tread... I can do all of the work that seems to be needed.
