If the body and interior are good, it should be worth $750 non-running. If
it needs an engine (unlikely) you will have an additional $1,000 in it. Even
if it's CPS, the part is cheap but the labor is not. You will have $500 in
parts and labor just for the CPS, timing belt and water pump.

IMHO, $1,000 is too much.
