I think the reason why more people are bothered by 7 people dying on the
shuttle is this.

Let's say I work at Ford Motor Company. Even though I am one of 100,000 or
more employees, if someone that works at Ford dies tragically, I am more
personally affected.

I know you are thinking, what does this have to do with the shuttle?

Well, I think Americans are affected because these 7 people worked for us
and were acting as our agents when they died. As you stated, the 40 people
in Zimbabwe are more than the 7 in the shuttle, however, if Americans were
on the train or the train was carrying someone deemed "important" by the
media, it would have been more of a tragedy.
