Joseph,

The silicone treatment might work, but it also might be very 
hard to remove if the bulb burns out.  Why not try a gob of 
the dielectric grease (same stuff used on brake slider 
pins).  Factories use this to seal and stabilize lots of 
factory bulbs.  might be just enough to keep it from moving.
