[Shotimes] driving around without the instrument cluster

I'm having a tiff with the speedo cable in the 91 (130K).  I've lubed and reinstalled the lower cable, and replaced the upper cable.
Still no movement of the speedo needle.  I'm thinking I did not get the cable properly engaged into the back of the speedo.  Or is
the speedo faulty?

To test this, I want to remove the instrument cluster, then drive around the cul-de-sac to see if the speedo cable is turning.

Anyone know if a SHO can be driven around the block with the instrument cluster removed?  Shouldn't be any problem, SFAICT from the
EVTM, anyone know otherwise?
