As far as the VAPS is concerned, it is supposed to have full assist at low
speeds with progressively lesser assist at higher speeds.
If the VAPS is scrapped, you will just have full assist at all speeds
instead of low/no speed only.
As far as the Gen 1 vs II rates, don't know. Same with whether the
servo/motor is included with the remanned rack. Wasn't an issue with my
89's rack.
