If I'm seeing this correctly, due to the return spring on the parking brake 
mechanism, I kind of doubt your parking brake is stuck, unless that spring 
broke. Which, since your pedal effort is less, may have happened. Or you 
could have a dragging brake due to poorly lubed pins or a swollen brake line. 
Take a look at the parking brake mechanism, see if your spring broke, if it 
did I'm not sure how to get it back in position, pliers? If it didn't, take 
the caliper[s] apart and clean/lube the pins.
