I may be late jumping in here but...
An ATX in a higher gear at low speed is not necissairly being lugged. If it 
were to stay in high gear when throttle is applied, that would be being 
lugged. Light throttle application will not put the load on the bearings 
that a heavy throttle will at low (or any) r.p.m.
