Ture, and if your ATX is in good working condition, applying enough
throttle in 4th that would cause the engine to lug should actually cause
the car to shift into 3rd.

I may be late jumping in here but...
An ATX in a higher gear at low speed is not necissairly being lugged. If
it
were to stay in high gear when throttle is applied, that would be being
lugged. Light throttle application will not put the load on the bearings
that a heavy throttle will at low (or any) r.p.m.
