[Shotimes] lost MPG due to fuel pump?

I believe the reason to floor it if it is flooded is that more air flows in
and leans out the gas that is already there. This is just a guess on my
part. I've read the Helms and my owners manual from top to bottom and
haven't seen any place where it says it shuts off the fuel if I WOT it.
