[Shotimes] CONTROL ARMS (please read) write-up

OK, now I'm confused.  I understand the purpose of the proportioning valve
plugs, but I just don't understand why!  I know that the control arm sets
that are installed at FPS have a bracket that allows the proportioning valve
to still function.  Why would one want to render it inoperable?
