I can only assume that they by pass them to save money, but that is
speculation.  Most people plug the valve because it gives the car a flatter
feeling when stopping and improves stopping distances, by how much I do not
know.  There is a heat issue on the non vented rotors.  I upgraded my car to
the vented 89' (no ABS) rotors and calipers and the problems have since gone
away.  The improved control comes with a downside though, the car has a
tendency to swing it's ass around during harder braking while in a turn.
It's not anything that you can't predict and learn to compensate for though.
Actually it makes the car quite fun to drive. : )
