I had a similiar expeirence with a person who left the scene of the accident 
that left something behind
Long story short, middle of winter, head on collision ( he was in my 
lane)(thank god for a solid 1975 Nova)
had my seatbelt on so wan't hurt initially. Go to the other car and his face 
is a bloody mess. 
hes just looking at me, and i figuired it was out of it cause he hit his 
head. he couldn't even figuire out how to open the door
when he gets out, he doesn't know he was in an accident. I then smell is 
breath and its obvious he was drinking a lot
SO i ask him for his license, and he gives it to me, explaining that he was 
at his office xmas party, it was his uncles car, etc.
so I go back to my car to survey the damage,  and he leaves the scene on 
foot!
When the cops arrive they ask me for his desciption, 
so I gave them his license

he wasn't so dumb though
They picked him up shortly after at his home. They arrested him for Leaving 
the scene and DWI. 
THe DWI was thrown out in court. His defense was he was real shook up  by the 
accident and went home and started drinking.!
