And I must say that since winter started, I love it! Not having to watch
and cuss the temp gauge to move so I can turn on the heat like in my '91 SLO
is wonderful! I guess mine is working correctly. :) I don't think the a/c
is running all the time though - seems it knows when to run defrost, panel
heat, floor heat, etc.., and the a/c should only be on during defrost mode
in the winter.

You have a problem with the CELO (cold engine lock-out) switch.
The SHO has three different devices for evaluating coolant temp. From fore
to aft, they are: (1) the variable sender for the dash
gauge, (2) the on/off switch that tells the PCM when the engine has warmed
up, and (3) the on/off switch that tells the ETAC when
the engine has warmed up (CELO).
Our heater tubes are a mix of rubber, steel, and rubber. The CELO switch is
mounted on the steel portion of one of the heater
tubes.
On my 91, that steel portion was shot, so I went with a longer, rubber tube.
I ditched the CELO switch, so its connector now
dangles. When I drive in winter, the ETAC thinks the engine is warm, so it
turns on full blast when I start the car. In a car with
a functioning CELO switch, the ETAC chills out (pun intended) until the
engine has warmed up enough to move the CELO switch.

Which temperature sensor is it that keeps the EATCblower from turning on
until
the engine starts to warm up? and where is it located?
Jim
with a blower that starts as soon as you start the car
Brrrrrrr!
