I have heard of people who are self-appointed "protectors" of the public.  
They find bidders who are obviously running scams of some sort, then they 
register on ebay using something like a hotmail e-mail account.  They use 
this account to outbid everybody else on these auctions then never send in 
payment.  They collect bad feedback but can send their comments as feedback 
also.  After awhile ebay will cancel their account but they get another 
hotmail account, another ebay account, and it continues.
