I don't know 100%, but I'd bet the fuel vent system is measuring the amount of
ambient air pressure inside the tank vs outside, and if it isn't right, it thinks
that vapors are getting out into the air.  I have heard that those new systems
monitor the venting of fuel vapors to the outside via the gas cap.
